Everyone in our houses web speed slows to a crawl and pages usually fail to even load whenever I download, regardless of how much the download is throttled. What's weird is that the downloads can still run at full speed, but even if we throttle a download to near zero, as long as there is an active download everyone's browser goes slow. Our rated speed is 30 mbps, and downloads can reach ~6MB/s when saturated, like with steam. I used qbittorrent to test very heavily throttled downloads because it has an option to include overhead in the throttle, just to reduce the chance that overhead somehow saturates the connection.

*we are using different browsers firefox, chrome, safari; different OS win 7, Mac; different firewalls and anti-virus; and both wired/wireless. *Modem/router is a Cisco DPC3941T rented from Comcast.
